The tech I recognised- it's a bootleg version of Osborn's Goblin Army armaments. At first I thought it might be Hobgoblin, up to his old tricks of selling on the identities and technology of villains no longer operating, but I couldn't find a trace of him.

[ He grips a small view of the security and pulls it wider. ]

[ Probably some sort of Bat rogue. He hasn't teamed up with many of them- they're too creepy, mostly. ]
